You shouldn't use any bedding that smells because hamsters have poor respiratory systems. You also shouldn't use a cage that has a wire floor (including the second level) because they can get their feet stuck in them, and that is the same reason you shouldn't use a wire wheel if you have one. Now about changing the bedding, you should change it once a week unless it starts to stink then you should change it more often.
