On jewelry, I'd call them "embellishments" in general. They could be "charms" (usually with a hole?), or brads (prongs on the back) or just flat and sold as earring or other jewelry elements or "beads." Scrapbookers are also using a lot of these types of things nowadays too and they my have various other names. (If they were made from fabric,and put onto fabric, I'd call them appliques... if they were put onto polymer clay, I might also call them onlays, or if pressed into the clay, inlays.)
